During the period after the execution of a surrogacy agreement until ninety days after the birth of a child conceived by assisted reproduction under the surrogacy agreement, a court of the State conducting a proceeding under this chapter shall have exclusive, continuing jurisdiction over all matters arising out of the agreement. This section shall not give the court jurisdiction over a child custody or child support proceeding if jurisdiction is not otherwise authorized by a law of this State other than this chapter.
