(1) The following shall be reviewed annually by the legislature: The base salary figures pursuant to subsections (6) and (7) of section 33-1004E, Idaho Code;
(2) The minimum instructional and pupil service staff salary figure pursuant to subsections (1) through (5) of section 33-1004E, Idaho Code; and
(3) The leadership premium figures pursuant to subsections (1) and (2) of section 33-1004J, Idaho Code.
(4) The statewide education and experience index (or state average index, or state index) is the average of all qualifying employees, instructional and administrative respectively. It is determined by totaling the index value for all qualifying employees and dividing by the number of employees.
