The director shall:
(1) Establish a vital statistics unit with suitable offices properly equipped for the preservation of its official records;
(2) Install statewide system of vital statistics;
(3) Supervise and require the enforcement of this chapter and the regulations of the board made pursuant thereto. The board is authorized to adopt, amend and repeal regulations for the purpose of carrying out the provisions of this chapter, in accordance with chapter 52, title 67, Idaho Code.
