Except as otherwise provided in this chapter, it shall be unlawful for any person to practice or perform or to offer to practice or perform respiratory care or for a person or entity to represent a person to be a respiratory therapist or respiratory care practitioner unless such person is licensed as a respiratory care practitioner, holds a valid temporary permit or is exempt from the requirements of this chapter. Only an individual may be licensed or granted a temporary permit under this chapter.
