The chief administrative officer of the division of occupational and professional licenses shall be the division administrator, who shall be appointed by the governor and shall serve at the pleasure of the governor. The expenses of the division administrator, and such administrative, technical or other personnel as may be deemed necessary for the conduct of the affairs of the division, shall be paid from the occupational licenses fund [account].
