Idaho Code § 67-6411

Cooperation with municipalities, state bodies or community college districts

Known as the Idaho State Building Authority Act

(1) The authority may obtain the aid and cooperation of the municipalities in which such facilities are to be located and shall have the power to enter into: such agreements and arrangements as it deems necessary or advisable to obtain such aid and cooperation; and

(2) agreements with municipalities or counties for the furnishing, installing, opening, or closing of streets, roads, alleys, sidewalks or other places, or for the furnishing of property, sewage, water, and other services in connection with facilities financed under this act or for the changing of the map of a political subdivision of the planning, replanning, zoning, or rezoning of any part of a political subdivision.

(3) The authority and any state body or community college district may join or cooperate with each other, either jointly or otherwise, in the exercise of any of their powers for the purpose of planning, undertaking, owning, constructing or contracting with respect to a facility.
