Exemptions from certain acts. — The appropriations made in this act are expressly exempted from the provisions of the Standard Appropriations Act of 1945, (chapter 36 of title 67) from the provisions of section 67-2007 and 67-2008[, Idaho Code], from the provisions of section 67-3509[, Idaho Code], and from the provisions of sections 67-3516
