The provisions for repeal in this article shall not in any way: (1) Affect any offense committed, an act done, a penalty, punishment or forfeiture incurred, or a claim, right, power or remedy accrued under any law in force prior to the effective date of this Act: (2) Invalidate any act or proceeding that has been validated by any former law; (3) Affect the adoption by any city, village, incorporated town or other governmental unit of any act in force prior to the effective date of this Act; (4) Increase the penalty or punishment for any offense committed prior to the effective date hereof.
