10 ILCS 5/9-1— As used in this Article, unless the context otherwise requires, the terms defined in Sections 9-1.1 through 9-1.13, have the respective meanings as defined in those Sections
10 ILCS 5/9-1.1— "Board" means the State Board of Elections
10 ILCS 5/9-1.3— "Candidate" means any person who seeks nomination for election, election to or retention in public office, or any person who seeks election as ward or township committeeperson in counties of 3,000,000 or more population, whether or not such person is elected

10 ILCS 5/9-16— It shall be the duty of the board and of each county clerk to provide to each candidate at the time he files his nomination papers a notice of obligations under this Article
