(a) The federal Every Student Succeeds Act requires that each state develop and implement a single, statewide accountability system applicable to all schools and school districts. (b) As provided in the federal Every Student Succeeds Act, nothing in this amendatory Act of the 93rd General Assembly shall be construed to alter or otherwise affect the rights, remedies, and procedures afforded school district or school employees under federal, State, or local law (including applicable rules, regulations, or court orders) or under the terms of collective bargaining agreements, memoranda of understanding, or other agreements between such employees and their employers. (c) The State Board of Education may identify a school district as eligible for targeted and comprehensive services under the federal Every Student Succeeds Act.
