He shall apply to the State Records Commission for authorization to destroy any records, documents or papers. 2. The application shall contain a brief description of the records, documents or papers the Secretary of State proposes to destroy. 3. Upon receipt of the Commission's permission, the Secretary of State then may destroy such records, documents or papers set out in the application.
