For the purpose of this Act, unless the context indicates otherwise, the following words shall have the meanings ascribed to them as follows: "Commission". The Merit Commission created by this Act. "Department". Department of Personnel-Secretary of State. "Director". Director of the Department of Personnel-Secretary of State.
