In addition to the duties imposed elsewhere in this Act, the Merit Commission may: (1) advise the Secretary of State and the Director of Personnel on problems concerning personnel administration. (2) Obtain from the Director of the Department of Personnel and from the Merit Commission such reports as it may consider desirable. (3) Foster the interest of institutions of learning and of industrial, civic, professional and employee organizations in the improvement of personnel standards in the Office of the Secretary of State.
