The Director shall make and adopt rules and regulations for the direction, control, discipline and conduct of the members of the Illinois State Police and such other rules for the government and operation of the Illinois State Police as he may deem necessary. He shall also designate the authority and responsibility within the limits of this Act for each rank of State policemen in the Illinois State Police.
