He is authorized to make expenditures for necessary expenses of the Office within the appropriations made therefor.

The Director, under such rules and regulations as the Governor may prescribe, may organize the Office, allocate functions and duties within it, and appoint employees, in such a manner as best enables it to achieve its purposes and fulfill its responsibilities
