20 ILCS 3110/2

The purposes of this Authority are: (a) to build and otherwise provide hospital, housing, penitentiary, administrative, classroom, library, recreational, laboratory, office and other such facilities for use by the State of Illinois; (b) to conduct continuous studies into the need for such facilities; and (c) to serve the General Assembly by making reports and recommendations concerning the providing of such facilities.
