The Authority may use its administrative funds for loans or grants to finance the cost of rehabilitating housing units for the homeless mentally ill

Known as the Illinois Housing Development Act

For purposes of this Section, a person is "homeless" if such person has no permanent or temporary housing. The Authority shall, within 90 days after the effective date of this amendatory Act of 1989, develop a plan for making rehabilitated housing units financed by the Authority available to the homeless mentally ill.
