Meeting - Selection of chairman and vice-chairman - Quorum

The Council shall meet at least quarterly and at other times on call of the chairman or any 6 members at such place as shall be designated by the chairman. Notice of the time and place of each meeting shall be given by the secretary of the Council to each member at least 7 days prior to the date of the meeting. The Council at its first meeting in each year shall select a chairman and vice-chairman from among its membership who shall serve until their successors are selected. Six members of the Council shall constitute a quorum and a majority of a quorum shall have authority to act in any matter within the jurisdiction of the Council.
