The Department shall prepare resident transfer or discharge plans to assure safe and orderly removals and protect residents' health, safety, welfare and rights

P.A. 81-223.

In nonemergencies, and where possible in emergencies, the Department shall design and implement such plans in advance of transfer or discharge.
