Every day care center, day care home, and group day care home must keep and maintain such records as the Department of Early Childhood may prescribe pertaining to the admission, progress, health and discharge of children under the care of the day care center, day care home, or group day care home, and shall report relative thereto to the Department of Early Childhood whenever called for, upon forms prescribed by the Department of Early Childhood. All records regarding children and all facts learned about children and their relatives must be kept confidential both by the day care center, day care home, or group day care home and by the Department of Early Childhood.
