An order or a certified copy of the order, over the seal of the Department and purporting to be signed by the Secretary, shall be prima facie proof: (a) that the signature is the genuine signature of the Secretary; (b) that the Secretary is duly appointed and qualified; and (c) that the Board and its members are qualified to act.
