Notwithstanding the provisions of this Act concerning the conduct of hearings and recommendations for disciplinary actions, the Secretary shall have the authority to negotiate agreements with licensees resulting in disciplinary consent orders. Consent orders may provide for any of the forms of discipline otherwise provided in this Act. Consent orders shall provide that they were not entered into a result of any coercion by the Department.
