225 ILCS 705/7.11

At the beginning of each shift and after the mine has been idle, the hoisting engineer shall operate the cages up and down the shaft at least one round trip before hoisting or lowering men

A similar procedure shall be following in slope mines, except that an attendant may ride the trip.
