225 ILCS 725/19

If when a well is sunk and there is no oil or gas found and such hole is what is commonly known as a "barren well" or "dry hole", or when a well is abandoned, then such hole shall be plugged in accordance with rules and regulations formulated in pursuance of the provisions of this Act

Known as the Illinois Oil and Gas Act

The act spans §§ 225-725-1 to 225-725-9-1 (64 sections).

The Department shall have power to determine what constitutes abandonment.
