For purposes of this Section "applicant" means an individual or sole proprietor, or an individual who is an officer, director or owner of a 5 percent or more beneficial interest of the applicant.

The Department shall render no final administrative decision relative to any application for a license under this Act if the applicant for such license is the subject of a pending disciplinary proceeding under this Act or another Act administered by the Department
