Duplicate originals of the statement prescribed by Section 7 of this Act shall be filed in the office of the Secretary of State, on forms prescribed and furnished by the Secretary of State. If the Secretary of State finds that such statement is in conformity with the provisions of Section 7 of this Act, he shall, when all franchise taxes, fees, and charges have been paid: (1) Endorse on each of such duplicate originals the word "Filed," and the month, day, and year of the filing thereof. (2) File one of such duplicate originals in his office. (3) Issue to the incorporators the duplicate original of the articles of incorporation to which he shall affix the other duplicate original.
