The Agency shall adopt rules as necessary and dedicate sufficient resources to implement Section 27 of this Act. Such rules shall be consistent with applicable provisions of the Clean Air Act and any regulations promulgated pursuant thereto. The Secretary of State may adopt rules to implement Section 35 of this Act.
