(a) Nothing in this Act prohibits a waste hauler from entering into a contractual agreement with a unit of local government to establish a collection program for the recycling or reuse of CEDs, including services such as curbside collection, home pick-up, drop-off locations, or similar methods of collection. (b) Nothing in this Act shall prohibit a person from establishing an e-waste program independently of a manufacturer e-waste program.
