A hotel in violation of this Act shall receive a written warning from the local unit of government in which the hotel is located for the first violation. The written warning shall recite the violation and advise that subsequent violations may result in citations and penalties. A hotel that commits a second or subsequent violation is guilty of a business offense and shall be fined not more than $1,500.
