As used in this Act: "Board" means a volunteer board or commission of a governing or administrative body of a unit of local government. "Member" means an appointed member of a board serving without compensation, other than reimbursement for actual expenses. "Member" does not include an individual who is appointed to fill a vacancy on an elected board of a unit of local government.
