For any wheat development program approved by referendum under this Act the Director shall: (1) take steps to insure that adequate and proper records are kept and that an annual audit summary is available to all program participants; (2) take steps to insure that adequate bonds are maintained; (3) coordinate administrative activities between the wheat development board and the Department; and (4) confer and cooperate with the legally constituted authorities of other states and the United States.
