605 ILCS 5/6-202.1

Have the custody of all records, books, and papers of the road district, and he shall duly file all certificates or oaths and other papers required by law to be filed in his office

Laws 1959, p. 196.

He is authorized to administer oaths and take affidavits in all cases required by law to be administered by district officers.
