625 ILCS 5/3-115

(a) An application for a certificate of title shall be accompanied by an application for, or a transfer of, registration of the vehicle. (b) An application for the naming of a lienholder or his assignee on a certificate of title shall be accompanied by the required fee when mailed or delivered to the Secretary of State. (c) A transferor of a vehicle, other than a dealer transferring a new vehicle, shall deliver to the transferee at the time of the delivery of possession of the vehicle the properly assigned certificate of title of this vehicle. (d) All applications shall be accompanied with the required fee or tax.
