65 ILCS 5/11-46-4

The commission shall serve without compensation, and shall elect a president and a secretary from its own members, whose terms of office shall be for one year, and until their successors are elected and have qualified

The commission shall have power to adopt its own rules of procedure. Four commissioners shall constitute a quorum. The city council shall provide suitable offices for the commission and shall make annual appropriations for the payment of the commission's expenses.
