This amendatory Act of 1971 does not apply to any municipality which is a home rule unit.
65 ILCS 5/11-48.2-6
Any encumbrances or restrictions imposed upon designated property pursuant to subsections (a)-(i) of Section 11-48.2-2 of this Division shall be deemed public easements, and any depreciation occasioned by such encumbrances or restrictions shall be deducted in the valuation of such property
