65 ILCS 5/11-73.1-1

The following terms whenever used or referred to in this Division shall have the following meanings unless the context requires otherwise: (1) "Governing body" means, with respect to a municipality, the council, city council, board of trustees, or other corporate authority of the municipality which exercises the general governmental powers of such municipality. (2) "Municipality" means a city, village or incorporated town in the State of Illinois which establishes a municipal tree planting program. (3) "Long-term contract" means an agreement with a duration of 10 years or less. (4) "Municipal tree planting program" means a plan established by a municipality which provides for the planting of trees on property located within the municipality.
