If no newspaper meeting this requirement exists, the notice shall be published in a newspaper of general circulation within the county.

Notice of hearings required pursuant to Section 5 or 6 shall be given by publication of a copy of the ordinance or the petition, in a newspaper of general circulation circulated within the municipality no later than 10 days prior to the date of the hearing
