Sec. 139. "Net revenues", for purposes of IC 13-21, means:
(1) the amount of revenues received by a county or joint solid waste management district from the operation and ownership of facilities; less
(2) the reasonable expenses of the:
(A) operation;
(B) repair; and
(C) maintenance;
of the facilities.
