Sec. 3. As used in this chapter, "municipal waste" means any:
(1) garbage;
(2) refuse;
(3) industrial lunchroom waste;
(4) office waste; or
(5) other, similar material;
that results from the operation of residential, municipal, commercial, or institutional establishments and community activities.
