Sec. 192. "Other state", for purposes of IC 14-28-1 and IC 14-28-3, means the following:
(1) Any state other than Indiana.
(2) The government of another state.
(3) An agency, an officer, a board, a bureau, a commission, a department, a division, or an instrumentality of another state.
