Sec. 1. This chapter applies to an individual who:
(1) did not graduate from high school with an Indiana diploma with a Core 40 with academic honors designation;
(2) has received an associate degree;
(3) after receiving the associate degree, enrolls in a baccalaureate degree program; and
(4) otherwise qualifies for an award.
