Ind. Code § 21-22-3-4

Sec. 4. The governor shall fill all vacancies on the state board of trustees. All members of the state board of trustees who are serving on July 1, 2018, are entitled to serve until the ends of their terms. At the end of a trustee's term or otherwise upon the occurrence of a vacancy, the governor may appoint a trustee in accordance with section 3 of this chapter.
