Sec. 21. Sections 12 through 20 of this chapter apply to a vacancy in an office to be filled under:
(1) this chapter; or
(2) IC 3-13-6, IC 3-13-7, IC 3-13-8, IC 3-13-9, or IC 3-13-10.
