Sec. 15. A housing authority may:
(1) sue and be sued;
(2) have and alter a seal;
(3) make and execute contracts and other instruments necessary or convenient for the exercise of its powers; and
(4) adopt bylaws and rules, consistent with this chapter, to carry out its powers and purposes.
