Same; attachment of territory to district

(a) If a county, voting district, tract, block group or block is not included within a representative district established by this act, such county, voting district, tract, block group or block shall be attached to the representative district to which such county, voting district, tract, block group or block is contiguous and, if contiguous to more than one representative district, such county, voting district, tract, block group or block shall be attached to the contiguous representative district that has the least total population.

(b) If a county, voting district, tract, block group or block is included in two or more representative districts established by this act, such county, voting district, tract, block group or block shall be attached to and become a part of the representative district that has the least total population.
