Any person who willfully causes or conspires with or assists another in causing:

(1) The unwarranted hospitalization of any individual under the provisions of KRS Chapter 210; or (2) The denial to any individual of any of the rights accorded to him under the provisions of KRS Chapter 210; shall be punished by a fine not exceeding five thousand dollars ($5,000) or imprisoned for a term not to exceed five (5) years or both.
