Employees; performance evaluations; salaries and expenses

The secretary shall, with the consent of the governor, appoint such assistants, such heads of divisions or bureaus, and such inspectors, statisticians, accountants, attorneys, and other employees as may be deemed necessary for the exercise of the powers and the performance of the duties of the department. The secretary, or his designee, shall develop a system of annual performance evaluations for all officers and employees of the department based on measurable job tasks. The salaries of the officers and employees of the department shall be fixed by the secretary, with the approval of the governor. All officers and employees of the department shall receive from the state their necessary and actual expenses while traveling on the business of the department, either within or without the state.
