R.S. 29:285 and 29:286 shall be construed solely as an enabling law for the purpose of permitting a minor eligible for benefits under the Servicemen's Readjustment Act of 1944 1 to obtain these benefits and the effect of these Sections is specifically restricted to that purpose.
