The department may provide to any recipient under this chapter who resides in a rest home which has a rate established pursuant to section thirty L of chapter seven a special grant whenever the aid provided under this chapter is insufficient to meet said rate established for such rest home. The department may pay such grant either to the recipient or to the rest home.
