The commonwealth shall have power to receive loans and grants from the federal government or any agency or instrumentality thereof, or from any other source, public or private, and to use any such loan or grant or part thereof for any purpose of this chapter, or to act as agent of, or to cooperate in any way with, the federal government or any agency or instrumentality thereof on any project authorized by this chapter.
